Charleen Fain-Keslar

Standards & Quality Control Manager

Charleen Fain-Keslar serves as the Standards & Quality Control Manager for the Department of General Services Procurement Division (DGS PD) is responsible for the direct support of major corporate centralized procurement functions including the development of purchasing policy, standards and specifications, quality control and oversight of California’s environmentally preferable purchasing program (EPP). Charleen has over twenty-five 25 years of state service with extensive experience in materials and products testing, product research, chemical hygiene, oversight of California Department of Transportation statewide hazardous materials and waste management program and DGS PD Engineering. Her recent work includes Governance Committee member for US Environmental Protection Agency’s Eco Label Pilot Program, member of the United Nations 10 year Environmental Programme 2b Working Group for Sustainable Public Procurement, oversight of a California state spend analysis and leading DGS efforts to track and measure EPP purchases in its newly released enterprise resources system.
