Standards and Quality Control Manager, California Department of General Services (DGS)
Charleen Fain-Keslar is the Standards and Quality Control Manager for the California Department of General Services (DGS). Fain-Keslar provides guidance and direction for state buyers to build quality, sustainability and competition into public procurements through the DGS Environmentally Preferable Purchasing (EPP) program. Over the past five years, she has led the EPP program to the forefront of sustainable public procurement. Her participation and collaboration in several multi-stakeholder events has been instrumental in bringing about a shared understanding of the complexity in public institutional purchasing organizations. Multi-stakeholder events include collaboration with the following organizations: • United States Environmental Protection Agency (U.S. EPA) Standards and Eco Label Pilot Project that led to Guidelines for the Assessment of Environmental Performance Standards and Ecolabels for Federal Procurement. • United Nations Environment Programme (UNEP) 10YFP Sustainable Public Procurement (SPP) Programme 2B Working-Group, resulting in IEc report for Measuring and Communicating the Benefits of Sustainable Public Procurement and, • Founding member of the Sustainable Purchasing Leadership Council (SPLC), assisting in the development of Principles for Leadership and Guidance for Leadershipv2. Fain-Keslar serves on the SPLC Technical Advisor Committee and several sustainability working groups. Within state operations, her accomplishments include implementing statewide tracking and reporting capabilities within the Financial Information System for California (FI$Cal). Significant to the future advancement of California’s EPP program and sustainable purchasing, Fain-Keslar recently concluded a two-year spend analysis pilot project. Over $90 billion of state spend was analyzed using Economic Input/Output Life Cycle Assessment (EIO LCA). The project was conducted to understand where there were opportunities to be strategic to increase EPP spend statewide and establish metrics for measuring leadership.
In addition to her recent accomplishments working for DGS, Fain-Keslar has more than two decades of California state service in testing and materials and program management. She earned a Bachelor’s Degree in Chemistry from the California State University, Sacramento.
