Dealing with climate change and with other pressing issues of sustainability requires a budgetary response. Addressing climate change and broader sustainability challenges requires a strong budgetary response. The World Bank is advancing the use of green budgeting - an approach that integrates environmental and climate considerations into fiscal policy and public financial management. This method leverages the budget process to steer resources toward sustainable investments and policies in areas such as energy efficiency, sustainable procurement, and cleaner transport, generating shared benefits for the economy, society, and the environment. 

Join us to learn more about the Green Budgeting approach from one of its earliest adopters and experts. And hear first hand how The World Bank is currently pursuing its implementation - including lessons learned to date, with a focus on common data challenges to track its performance.

Margaux Lelong, Governance Specialist - Lead Budgeting, The World Bank

Margaux LelongMargaux is Governance Specialist - Lead Budgeting, at the World Bank and French Senior Civil Servant, whose expertise spans across economic policy, green strategies, and Public Financial Management (PFM). Her career is marked by her role as the Coordinator of the Paris Collaborative on Green Budgeting OECD, where she led initiatives to integrate climate into PFM. Prior to this engagement, Margaux was Deputy Head and then Head of Office at the French Ministry of Finance, where she was instrumental in formulating and implementing budgetary policies, recovery plans, fiscal strategies, and green budgeting. Prior to joining the Bank, she was also a PFM expert for the IMF. She has worked extensively across different regions, supporting reforms in countries including Cameroon, China, Côte d’Ivoire, Egypt, Gabon, Ireland, Italy, Latvia, Mozambique, Saudi Arabia, Türkiye, and Moldova. 
 
Her professional journey started as a Financial Magistrate at the French Supreme Audit Institution, evidencing her commitment to the principles of good governance, transparency, and fiscal accountability. She is involved in academia, imparting her knowledge of Public Finance and Budgeting as a Professor at both Sorbonne University and the French National School of Administration. Margaux holds two Master's degrees from Sciences Po and Université Panthéon-Sorbonne-École Normale Supérieure.

Maria Arnal CanudoMaria Arnal Canudo is Governance Specialist in the Public Finance & Procurement Unit of the Institutions Global Department. Her work agenda focuses on public procurement data analytics and sustainable public procurement. She analyses the effects of public procurement policies on markets and the environment. She has supported policy implementation in several countries across all regions. She holds a PhD,  and a Master in International Development Policy by McCourt School of Public Policy, Georgetown University.
